Kendrick Lamar will perform a Super Bowl halftime show for the second time, before Drake will perform it for the first time.
According to Mal, that is Drake's choice.

While we can't confirm this, Drake has likely turned down the Super Bowl before and is not the only star to do so.
It's well known that Taylor Swift has turned down the Super Bowl halftime show many times. For years, it was because Coke sponsored her, and the NFL had a deal with Pepsi. Then, when Apple took over the show's sponsorship, she continued to turn it down because she had conflicts and may not be happy with the NFL policy of not paying its halftime performers.
Drake, who was as big a star as Taylor until recently, may have received similar offers.
